What physiotherapists are authorized to bill MSP

The physical therapy services can qualify as MSP benefit if the physiotherapist is

licensed by the College of Physical Therapists of British Columbia (CPTBC) and
enrolled with MSP.

MSP enrollment status, and, therefore, the possession of an active MSP billing number, is contingent upon the practitioner’s continued licensure by the College. Any change in licensure, such as the renewal of a temporary license or specialty, must be reported to MSP to avoid refusal of claims.

09938– Physiotherapy Service, $23.00.

Notes:

This item is applicable only to patients who have MSP Premium Assistance status.
Subject to 1) above, acupuncture, chiropractic, massage therapy, naturopathic, non-surgical podiatry, and physical therapy services are benefits up to a combined maximum of 10 visits per patient per calendar year.
Only payable if an adequate clinical record has been created and maintained.

Who can be a payee of MSP benfits for physiotherapy?

MSP benefits can be paid to the patient, the physiotherapist or the clinic. The MSP payee is determined by the physiotherapist’s setup with MSP Teleplan. Hard Opt Out physiotherapists are never payees of MSP benefits. Opted In and Soft Opted Out physiotherapists can have MSP payments sent to the practitioner or the clinic. What patients are MSP beneficiaries for physiotherapy?

Not all holders of MSP BC Services Card are eligible for physiotherapy benefits. Those who may be eligible include

MSP Premium Assistance Recipients;
Income Assistance recipients;
Convention refugees;
Inmates of B.C. Correctional Facilities;
Individuals enroled with MSP through the At Home Program;
Residents of long term care facilities receiving the Guaranteed Income Supplement (GIS);
Individuals enroled with MSP as Mental Health Clients; and
First Nations individuals with valid B.C. Medical Plan coverage through the First Nations Health Authority.

We will refer to all these patients’ groups as MSP Premium Assistance patients or simply MSP patients.

How to check MSP coverage for the patient

It is important to check patients’ eligibility for MSP insurance coverage before a physiotherapy treatment. If MSP coverage is exhausted, practitioners need to bill their patients directly. There are several reasons why a patient’s MSP coverage might not be available:

The patient is not on MSP premium assistance,
MSP has already paid for ten visits in the current calendar year,
The patient’s MSP premium assistance status was revoked or expired midyear,
The patient’s MSP insurance is cancelled.

MSP Premium Assistance status might be revoked midyear (often on 1st of July) when the CRA informs HIBC about any changes in patients’ income in a previous tax year.
